Preparing for ESOS Phase 4 (2027)

The UK Government has yet to ratify and confirm the legal changes for ESOS Phase 4. The information below is based on the latest published updates at the time of writing.

The UK Government has strengthened ESOS requirements for Phase 4 to align with its Net Zero 2050 commitments.

Organisations must now include:

  • Removal of Display Energy Certificates (DECs) and Green Deal Assessments (GDAs) as compliance routes.
  • Progress against action plan commitments to be included in the ESOS assessment.
  • Where action plan commitments have not been met, participants must provide an explanation.
  • Early preparation will reduce costs, minimise risk, and position your organisation as a leader in energy efficiency and sustainability.

Summary of the steps required to complete an ESOS assessment:

  1. Calculate your total energy consumption.
  2. Identify your areas of significant energy consumption.
  3. Calculate your energy intensity ratios. You must calculate energy intensity ratios for each of:
    • Buildings
    • Transport
    • Industrial processes
    • Other energy uses outside of the above three
  4. Decide on your route(s) to compliance and appoint a lead assessor.
  5. Carry out any necessary ESOS energy audits.
  6. Complete the ESOS report and share it with the corporate group.
  7. Notify the Environment Agency.
